The Terminal Renovation and Expansion Program, or TREX as we like to call it, is the airport’s multi-year, multi-phase initiative to expand and enhance the terminal facility to achieve this vision. It’s the airport’s largest capital project to date and an intentional investment in our region’s future.
From new gates and ticket counters to upgraded facilities and enhanced passenger touchpoints, each component of the TREX Program is grounded in our commitment to meeting the needs of today’s passengers, while preparing for tomorrow’s growth.

The Journey
TREX isn’t just one project. It’s a series of coordinated development initiatives taking shape in and around the airport over the next several years to bring our vision of a more modern, efficient terminal facility to life for the Inland Northwest.
Phase 1: Concourse C Expansion (completed June 2026)
The Concourse C Expansion Project, the first component of the TREX Program, was the foundational project that makes all future TREX-related initiatives possible. Construction on the Concourse C Expansion, a 144,000-square-foot addition to the Airport’s existing terminal building that resulted in three new gates, six new ticket counters, and a suite of new passenger amenities, began in 2022 and was completed in two major phases: the Concourse C West Expansion and the Concourse C East Expansion.
Phase 2: Central Hall Project (beginning Q2 2027)
The second part of the airport’s TREX Program, designed to build off the enabling work brought to life through the C Concourse Expansion, the component is aimed at creating a 255,000-square foot centralized facility at the heart of the airport. The end goal? Consolidated baggage claim areas, more efficient security screening, easier access to airport concessions, and even more passenger-focused amenities.
Future Phases
Subject to future funding, subsequent TREX phases may include the modernization of the airport’s A and B concourses.
Designed for every traveler
Ensuring every traveler can move through the airport with confidence and ease has always been a priority. It’s why the Concourse C Expansion introduced several new features designed to make travel easier for everyone that pave the path for future improvements across the airport:
- A 315-square-foot nursing mother’s suite with private, enclosed suites and a dedicated lounge area
- Companion care rooms with adult changing stations for travelers with disabilities
- Ambulatory stalls in restrooms and improved service animal relief areas
- Multi-use information displays with emergency alert connections
Rooted in the region
Locally sourced materials—including Montana basalt tiles, mother-of-pearl terrazzo floors incorporating reclaimed marble, granite, and regionally sourced shells—create a space that feels unmistakably Inland Northwest. Most materials were sourced within 150 miles of the airport to reduce shipping emissions.
How it was funded
The Concourse C Expansion was funded through a mix of federal and airport sources—with no local tax dollars used. Funding included:
- An $11 million Bipartisan Infrastructure Law Airport Terminals Program grant from the FAA, awarded in July 2022
- Airport bonds
- CARES Act federal funds
- Passenger Facility Charge (PFC) funds
The project design is led by Architectural Alliance International Group. Construction is managed by Garco|QD Builders, a joint venture between Garco Construction and Q&D Construction.
